A titanic of public works, the ten-mile-long Aqua line bridge and tunnel, completed in 1997, created the first cross-bay route. Anchored by a ship-shaped shopping complex, at center, the project effectively sank on its maiden voyage. Few commuters can cough up the $50 toll, leaving lanes as stark as the tunnel's air vent, which arcs upward like an iceberg.
